Ontario Immigrant Nominee Program (OINP) is an economic immigration program for Foreign workers, international students, Business Persons, Skilled Workers, Professionals and others with the right skills, experience and education apply to the OINP for a nomination. Once people are nominated for permanent residence by OINP Ontario then they become eligible to for Permanent Residence in Canada.

Like most of the other Provincial Nominee Programs, the Ontario provincial immigration program called Ontario Immigrant Nominee Program (OINP) works in partnership with the Government of Canada through Immigration, Refugees and Citizenship Canada (IRCC).
The Ontario Immigrant Nominee Program (OINP) is currently accepting applications under the following streams:
- Employer Job Offer: In-Demand Skills Stream
- PhD Graduate Stream
- French-Speaking Skilled Worker Stream*

To apply under OINP’s Express Entry streams, the candidate must have a profile in the federal government’s Express Entry system and receive a Notification of Interest from Ontario.
Ontario Immigrant Nominee Program (OINP) offer following categories for nomination:
Employer job offer category: for workers who already have a permanent job offer from an Ontario employer
Human capital category: for workers who have valuable work experience, education, language skills, and a profile in Canada’s Express Entry system; or for graduate students
Business category: for entrepreneurs looking to start a new or buy an existing business in Ontario
Ontario Immigrant Nominee Program (OINP)-Employer job offer category
This category provides an opportunity to employers in Ontario to nominate Foreign Workers and International Students who have recently graduated from Ontario by providing them a Permanent Full-time Job Offer. The applicants may be living abroad or in Canada.
Ontario Immigrant Nominee Program (OINP)-Foreign Worker Stream
This Ontario Immigrant Nominee Program’s stream is for foreign workers who can apply to permanently live and work in Ontario by securing a job offer from an employer in Ontario in a skilled occupation at Skill Type 0 or Skill Level A or B of the National Occupational Classification (NOC). The foreign workers may be living abroad or in Canada at the time of application.

International Student stream
This stream is for international students who have recently graduated from Ontario to permanently live and work in Ontario by securing a job offer from an employer in Ontario in a skilled occupation at Skill Type 0 or Skill Level A or B of the National Occupational Classification (NOC).

Ontario Immigrant Nominee Program-In-Demand Skills stream
This stream is for intermediate skilled workers in specific sectors, such as agriculture, construction, trucking and personal support workers who can apply to permanently live and work in Ontario by securing a job offer from an employer in Ontario in a skilled occupation at Skill Type 0 or Skill Level A or B of the National Occupational Classification (NOC). The foreign workers may be living abroad or in Canada at the time of application.

Ontario Immigrant Nominee Program (OINP)-Human Capital Category
The human capital category has two sub-categories
- The international Graduate Streams
- Ontario’s Express Entry streams
Ontario Immigrant Nominee Program-The international Graduate Streams
Master Graduate Stream
It gives international graduates with an Ontario master’s degree the opportunity to apply to permanently live and work in Ontario and they do not need a job offer to apply. The candidates can apply to the Masters Graduate Stream if they meet all the eligibility criteria.
This category provides an opportunity to International Students who have recently completed a master’s degree or PhD degree from an eligible Ontario university to qualify for nomination.
The candidates apply online to be nominated by the Ontario government for permanent residence. However, this stream has a number of mandatory requirements you must meet before you can apply.
Mandatory requirements
You can apply to the Masters Graduate Stream if you meet all the criteria in the eight categories below.
1. Education
To qualify, you must have completed the requirements necessary to get a master’s degree.
This means:
at least one academic year of full-time study (that is at least 15 hours of instruction per week over the academic year)
the degree is from an eligible university in Ontario
2. Language
You must be able to understand, read, write and speak in English or French at a Canadian Language Benchmark (CLB) level 7 or higher. To prove that you have the mandatory language skills, you must take an approved English or French language test before you submit your application to this stream.
The test must be no more than two years old at the time you submit your application. The acceptable approved tests area:
International English Language Testing (IELTS) (General Training test only)
Canadian English Language Proficiency Index Program (CELPIP) (General test only)
Test d’évaluation de français pour le Canada (TEF)
Test de connaissance du français pour le Canada (TCF)
3. Residency in Ontario
You must have legally lived in Ontario for at least one year in the past two years before you apply.
4. Settlement funds
You must have enough money to support yourself and your dependent family members when you settle in Canada.
You can meet this requirement through one or a combination of any of the following:
funds as demonstrated by the balance listed in bank statements, or statements of accounts showing other investments such as non-locked in, fixed term deposits, mutual funds, etc.
5. Intention to live in Ontario
You must intend to live and work in Ontario after you’re granted permanent residence. You can prove your ties to Ontario, which can include doing things like:
working or have worked in Ontario
getting job offers or applying/interviewing for jobs
studying
volunteering
leasing or owning property
visiting
having professional networks and affiliations, family ties or social or personal relationships
6. Residency at time of application
At the time you apply, you must be either:
living in Ontario with legal status (study permit, work permit, visitor record)
living outside Canada
You don’t qualify if you’re living in a province or territory in Canada other than Ontario at the time you apply.
7. Legal status in Canada (if applicable)
If you are applying from within Canada, you must have legal status (a visitor record, study permit, or work permit) at the time you apply and should maintain that status until the time of nomination.
8. Application period
You must submit your application within two years of completing the requirements necessary to obtain your master’s degree.
Important: You must have completed your master’s degree before you submit your application.

PhD Graduate Stream
This category provides an opportunity to International Students who have recently completed a PhD degree from an eligible Ontario university to qualify for nomination. This stream has a number of mandatory requirements the candidates must meet before you can apply.
Ontario Immigrant Nominee Program (OINP)-Ontario Express Entry
Ontario Express Entry is available to French speaking and other skilled workers with the required work experience, education and language proficiency in French and English workers with work experience in Ontario in an eligible trade occupation. The candidates need a Notification of Interest (NOA) before they can apply online to be nominated by the Ontario government for permanent residence.
It has three streams namely French Speaking Skilled Worker Stream, Human Capital Priorities Stream and Skilled Trade Stream
French Speaking Skilled Worker Stream
This program is ideal for French-speaking skilled workers with strong English language abilities to apply to permanently live and work in Ontario. The candidates must have a valid profile in Immigration, Refugees and Citizenship Canada’s (IRCC’s) Express Entry system and receive a Notification of Interest from Ontario before they can apply online to be nominated by the Ontario government for permanent residence.
