The government of recently conducted a survey that shows that 85 per cent of persons nominated under Manitoba Provincial Nominee Program were successfully integrated into Manitoba society. Manitoba Provincial Nominee Program (MPNP) now offer newly structured immigration Streams for Skilled Workers and Entrepreneurs.
Manitoba Provincial Nominee Program- Skilled Worker Stream
The MPNP for Skilled Workers is based on the needs of Manitoba employers. Therefore, the Foreign Skilled Workers and Professions are selected based on their ability to support the local labour needs.
There are two streams for Skilled Workers:
- Skilled Workers in Manitoba Stream
- Skilled Workers Overseas Stream
International Education Stream for Manitoba Graduates
The new International Education Stream (IES) for Manitoba graduates, as suggested by name, is offered only to International students graduating in Manitoba. Additionally, this stream provides a faster pathway to nomination.
There are three pathways:
- Career Employment Pathway
- Graduate Internship Pathway
- International Student Entrepreneur Pilot
Business Investor Stream
You can easily immigrate to Manitoba under Business Immigration if you are a rich business person. This renewed Business Investor Stream allows the province of Manitoba to recruit and nominate qualified business investors and entrepreneurs provided they have the intent and ability to start or purchase businesses in Manitoba. However, the applicant must complete certain steps. The time period to start a business in Manitoba is within the first 24 months of arrival in Canada on a temporary work permit. In this Business Investor Stream, applicants will no longer be required to submit a deposit of $100,000 to the Manitoba government.
There will be two pathways:
- The Entrepreneur Pathway for applicants seeking to open a business in Manitoba; and
- The Farm Investor Pathway for those intending to establish and operate a farm operation in rural Manitoba.
Skilled Workers in Manitoba Stream
Ongoing Manitoba employment is a way for skilled workers to demonstrate they have the connection to Manitoba required to be eligible to apply to the MPNP for Skilled Workers in Manitoba.
Eligibility Criteria for Skilled Workers in Manitoba:
- Proof of ongoing Manitoba employment: a Manitoba company has offered you a long-term, full-time job after you have completed at least six months (continuous) full-time employment with that company as a temporary foreign worker or international student working graduate.
- Proof of your valid work permit and, from your Manitoba employer, written confirmation that you’ve been working full-time for at least six months continuous, as well as your job-offer letter,
Skilled Workers in Manitoba are not subject to a points-based assessment as compared to the other connections to Manitoba in the MPNP,
Apply in 3 Steps:
- Submit an Expression of Interest so that you can be considered
- Then the highest-scoring qualified candidates with a connection to Manitoba are invited to submit an MPNP application
- Following a thorough assessment, the MPNP nominates successful candidates to make a separate application to the Government of Canada for permanent resident visas.
Skilled Workers Overseas Stream
The MPNP for Skilled Workers Overseas nominates applicants who demonstrate an established connection to Manitoba through:
- the support of family members or friends; or
- through previous education or work experience in the province; or
- through an Invitation to Apply received directly from the MPNP as part of a Strategic Recruitment Initiative.
The Support of Family Members or Friends
A Manitoba Supporter is an established resident of the province who is a friend or relative of the applicant. Firstly, the supporter should be willing and able to review and endorse the applicant’s plan for settling and finding employment in Manitoba. Secondly, a Manitoba Supporter must be the applicant’s close relative or friend/distant relative, and must:
- provide documents proving they reside and are established in Manitoba by proving that they have been living in the province continuously for at least one yea
- be a Canadian citizen or permanent resident
- must demonstrate sufficiently close ties to the applicant and to Manitoba
- be able to demonstrate that any applications they previously supported resulted in successful, permanent economic establishment in Manitoba
- support the applicant’s Settlement Plan
- provide documents proving their familial relationship for relatives or friends.
For friends and distant relatives, their household must not be currently supporting the settlement of another MPNP applicant, nominee or person under any other Canadian immigration program.
In order to be considered a close relative, a Manitoba Supporter must be related to the applicant (or the applicant’s spouse) in one of the following ways:
- sister or brother
- niece or nephew (ex: child of your sister or brother)
- aunt or uncle (ex: brother or sister of your mother or father)
- first cousin (ex: child of your aunt or uncle)
- mother or father
- grandmother or grandfather
Manitoba Experience
- In order to prove your Manitoba Experience, you need to prove that in the past you lived in the province as a temporary foreign worker or as an international student. You must also demonstrate you score sufficient points for language, employability, education, age and adaptability according to the MPNP Self-assessment Worksheet.
- In the past, you worked full-time for a Manitoba employer for at least six consecutive months. Therefore, in order to prove that you worked in Manitoba, you must submit signed employer letter of reference on company letterhead and copy of work permit.
- In order to be considered as an international student, you must attend and complete an authorized education or training program at a public, or registered private vocational, post-secondary institution in Manitoba. However, in order to prove that you studied in Manitoba, you must submit your study permit(s), your academic transcripts and the certificate, diploma or degree you received for completing the program.
Manitoba Invitation
The MPNP for Skilled Workers regularly issues Invitations to Apply to qualified candidates because they are identified as part of one of their Strategic Recruitment initiatives in Manitoba. However, he Issuance of an Invitation to Apply is at the sole discretion of the MPNP. Consequently, applicants cannot self-select for eligibility with any connection to the province of Manitoba.
